Born to parents who never gave him a name or even registering his birth. Dropping off the radar after their death and living off the streets, in the shadows, developing his own fighting techniques and slowly aquiring power through the Mega-City mobs, until one day he secretly runs their empires.
Only one Judge deduces his existence – Judge Tempest. But no-one believes him. During the Nero Narcos affair, Tempest abandons his duties to take down this man-with-no-name, but fails.
Judge Tempest is forced to take the long walk for dereliction of duty and leaves MC1 behind him for the undercity, bringing law to the lawless. At which point, he’s killed by our mystery man, who takes his badge, and for the first time in his life, a name – Tempest.
