Judy notices her teacher Miss Coney is distracted and sad. When Judy asks her, Miss Coney explains she lost her favorite necklace, and Judy automatically assumes it was stolen. Armed with the Detective Kit and her book Solve a Mystery, Judy interviews all the kids in her class.
Soon they all point their fingers at Robbie Ringer, the raccoon kid that was quite and acting sneaky. Judy follows him and sees him sneak into the school after hours with a box, just the size of a necklace.
The Next morning, Judy tells Miss Coney what she saw and accuses Robbie, but she soon learns that Robbie had already told Miss Coney that he found the necklace in the hallway, noticed it was broken, took it home to his dad, the jeweler, and was giving it to Mis Coney as a gift.
Judy feels silly for accusing someone without real proof. Robbie forgives her and the two run off to play Cops and Robbers, but this time Judy is the crook and Robbie is police.
