Justin Baldwin is a district attorney in Springdale, Connecticut who loves the ban on superheroes within his jurisdiction, as he deems them all vigilantes. He doesn’t like the fact that his son, Robbie, counters as the mutant known as Speedball/Penance. Due to some stresses at home, Justin ends up divorcing his wife Madeline.
