Lady Sonar was the last to fall in the Crime Syndicate of Amerika’s bid for dominance over Earth-2. Her country of Modora was protected by a sonic barrier which took many years for the Syndicate to learn how to penetrate.
At one time, the Justice Underground headquarters was located in Modora, and Lady Sonar largely bankrolled the operation.
