Sadistic and gruesome version of Dr. Sivana who comes from earth-13. Joined and then commandeered the Legion of Sivana’s after the defeat of its Earth-5 founder. Killed his Captain Marvel by traveling back in time before he was born. Bored ever since, he has developed a fascination with the pure Earth-5 Mary Marvel.
When the Legion of Sivanas was on the run from the Marvel Family, he tried to escape to earth-18 where the Justice Riders applied their own brand of justice over him.
