Loragg was aide to Amon Sur. He held the title of magnate commander of the Black Circle Crime Syndicate. It is unknown if was a member of the Black Circle. Amon Sur killed thousands of their members and their families for expelling him.

Loragg is in London to recruit Hunger Dog to full fill a contract on Hal Jordon. Loragg is strong armed by Flicker to give him a chance at the contract, but Flicker is beaten by Hunger Dog, and Loragg presents Hunger Dog with the contract.
