Louis is the desk clerk at the Abbot Transient Motel in Gotham City. He beat a murder rap once sometime before Bruce Wayne became Batman.
Creation
Louis Hill was created by Tony Daniel and Sandu Florea as a criminal of Gotham City. He was frist introduced into the DCU after the relaunch of 2011.

When Batman came to the Abbot Motel he found Raju‘s dead body in one of the rooms. He then goes down to the front desk to question Louis. Louis thinks he got the jump on the Batman and pulls a shotgun. He tries to shoot the Batman but shoots his own foot instead. The Batman then stands there while Louis spill his guts about how a woman with an eye patch came in earlier.
