Origin
The Mad Magi is an enemy of The Green Lama, who first appeared in a pulp magazine called Double Detective in 1941. The Mad Magi’s status in the pubic domain is unknown considering that The Green Lama’s status isn’t, but only licensed.

Project Superpowers: Chapter Two
The Mad Magi is given a new lease on life in the a pages of Project Superpowers: Chapter Two. In his new retcon, The Mad Magi is a member of The Supremacy, a group of supervillains and major corporate players from the late 1940s and 1950s, who want ensure that the future continued on in their favor without the interference of superheroes. The Mad Magi stole the literal heart of Mystico and uses it to get him to capture the Black Terror. Unfortunately, for him it back fired and the two worked together to stop him and get back Mystico’s heart.
