Malcolm LeStrange is the typical politician in charge of a shady government office: making unethical deals with criminals, authorizing illegal experiments with humans, and steals public funds from the national budget for his own interests. As he saw how his own career was at risk, he authorized the project of the American Powerhouse to create a superhero to be sold to the public and make it a product of mass consumption.
