Nothing is known about Mayor Clump. He was at some point presumably elected to the office of Mayor of Delta City.
Creation
Mayor Clump was created by Keith Giffen, Tom Bierbaum, and Mary Bierbaum. He made his first appearance in The Heckler #6.

Mayor Clump is approached by Rabbi Zone, who asks for assistance in contacting the superhero the Heckler. Clump puts him in contact with the hero.
Powers and Abilities
Mayor Clump has no face, and instead wears a variety of masks that appear to correspond to political leanings. Observed possible faces include liberal, conservative, and Nazi.
