Mikaru the Blind is one of three Arbiters chosen to resurrect Bullseye, in order to test the Kingpin’s worth as the leader of the Hand. He is called “the Truthsayer” because it is believed that he sees all things as they truly are, for better or worse.
Creation
Mikaru the Blind was created by Zeb Wells and Joe Madureira in Savage Wolverine #6.
