Millenia was present in Kain‘s lab and probably received her powers when Kain’s experiment went wrong and the lab exploded.

Character Evolution
Saved by Paradoxx from a time-loop prison, Millenia arrived in New York City by going through a plasma-gate, set in a government science facility. The facility housed an inert state of Paradoxx. Her teammate Quid revived Paradoxx and shortly afterwards she encountered Nira-X. During the fight against Nira-X, a time-portal is accidently opened and Millenia is pulled through to 1995.
In Central Park, Paradoxx stole the time-element (needed to rewrite history in his own image) from a group of rebels. Nira-X shot the time-element, saving the universe. Millenia was supposed to return to his own present-day reality, but was somehow returned to New York City, though slightly altered. The time-travel split her in two: an intellectual side with telekinetic powers and a savage instinctive side with enhanced strength and prowess. The two parts met in Central Park and they stayed together ever since. Paradoxx planned to blow up the city by sealing the underground water conduits, overheating the power stations. Nira-X foiled their plan again. Seeing no way out but retreat, Millenia fled the scene with her allies Quid and Delta-Void.
She was later seen as a member of Oasis, a secret organization bent on world domination through time-travel, together with Delta-Void.
Powers
Before being split in two bodies, Millenia only displayed her telekinetic abilities. After splitting, the intellectual side maintained her telekinetic abilities, while the savage Millenia has enhanced strength and prowess. They share a mental link and are able to see through each other’s eyes.
