Steven Wilkins is the towns Principal and the father of Billy Wilkins. He moonlights as a psychopathic killer. When Steven was a child his father showed him the right way to celebrate Halloween. Each Halloween he kills children who forget to check their candy. Wilkins poisons and murders a boy named Charlie along with at least one other child and buries them in his backyard. He is caught by his neighbor Mr. Kreeg and Kreeg’s dog but fooled them. After the burial he saw Kreeg screaming from his window begging for help but he just ignored it.

Wilkins then helped his son Billy to carve a jack-o-lanter in their basement, revealing that it was Charlie’s severed head and that Billy helps him when he kills kids.

 He also kills a woman in an alley. He makes an attempt to kill Laurie but she turns out to be a werewolf, and she eats him.     

Season’s Greetings

 
 

In the 1996 short film ”Season’s Greetings” appeared a shady character who followed Sam till an alley to kill him, but is Sam who finish killing the Stranger. This character has no name or history, but he is similar in many ways to Mr. Wilkins and his alter ego ”The Man in Black”.
