Ms. Sara Bellum debuted as a character in the PowerPuff Girls animated series on Cartoon Network. She is the mayor’s personal assistant.

Ms. Bellum was created by Craig McCracken.
Character Evolution
Ms. Bellum is a very intelligent and capable woman. Although Mayor is officially in charge of Townsville, it is often his personal assistant who takes care of things, being much more capable than her employer. A running joke throughout the show – and comic books – is that the audience never sees her entire face.
