The NIA agent Winters was one of the first subject for the american powerhouse project, but he suffered horrible deformations in his body and his mind, becoming a savage cannibal. Confined by his own good (and to protect the secret of the NIA), Winters and his team were released for Malcom LeStrange to terminate A-Pex and Gorsky. They acepted the mission with the only conditions to use cool codenames and uniforms.
