Creation
Ocean was originally created by Pat Mills for the anthology comic Toxic!,first appearing in the 23rd issue. Toxic! was later cancelled but the Brats Bizarre strip was moved to Epic Comics for a Mini-Series.
Initially the character was a redhead but during the transition to Epic she went through some design changes and ended up becoming a much paler Platinum Blonde.
