Peacekeeper-13 was first introduce in Future State: Robin Eternal #2. He was tasked with transporting the mysterious “Lazarus Resin” into Gotham.
While moving the the “Lazarus Resin” into Gotham by aircraft Tim Drake as Robin, Stephanie Brown as Batgirl, and Darcy infiltrated his ship
Robin was able to thwart Peace-Keepers mission by crashing his transport ship into the Gotham City river. It is never confirmed if Peacekeeper-13 escaped the transport alive and is assumed dead.
