Origin
Queen Hydra exists in the dream world constructed by Jimmy Jupiter and is married to Codename Bravo who took control of Jupiter’s dream world and was responsible for creating her. She was the leader of HYDRA in this world and they devised a means to transport into the real world where she began leading a division of HYDRA.
During her reign over Hydra and attempt to conquer the world, Zemo and Batroc served her. After Batroc was captured she assigned Zemo to do many missions for her. Other than that his duties revolved mostly around pouring wine for his Queen.

Queen Hydra first appeared in Captain America #2 and was created by Ed Brubaker and Steve McNiven.
