Origin
Rugburn’s exact origin is unknown but he is familiar with The Asthma Monster and at one point became a member of The Allergen Gang. He also went on to lead The Stogies.
Creation
Rugburn was created by Howard Mackie and Mark Bagley. First appearing in Return of the Asthma Monster, a story focused towards those who suffer from asthma.

Return of the Asthma Monster!
Rugburn and The Stogies participate in the breakout of The Asthma Monster. Later on, he hides under a coffee table before jumping out and attacking Captain America, John and Ruth (Two kids assisting Cap). However, John uses a vacuum-cleaner to suck him up and throw him against a wall.
