Saito is a great soldier, before he joined Section 9 he was in World War IV where he fought against the American Imperial Army. That is where he came across Motoko Kusanagi, which he says is also the reason why he lost his left eye. The eye that replaced his original is known as “Hawk Eye”, a prosthetic eye that uses satellites to allow shots that have incredible accuracy. He is also able to think like the enemy and has displayed great skill in warfare.

In Section 9 Saitos main roll is that of a support sniper. His main combat positions are usually in flight, sniping from a helicopter.
