Sally was created by Geoff Johns and Gary Frank for Doomsday Clock, a squeal comic to Watchmen.

Sally is the daughter of Silk Spectre and Nite Owl, she is named after her grandmother, Sally Jupiter. After a young Clark showed up at her family home, she greeted him and invited him in for breakfast.
