Sgt. Duffy was in charge of the soldiers stationed at Camp Lehigh in Virginia. It was at this camp that Captain America and Bucky held their civilian disguises, Private Steve Rogers and Camp Mascot Bucky Barnes. Under those aliases, this made Sgt. Duffy their superior officer.
