The Sheriff along with the rest of Dodge City were mind controlled by Carson Dowling the CEO of National Beef. He had used tainted beef to control the minds of the citizens almost like a video game. The Sheriff was Carson’s main conduit that he used to have a dialogue with Spider-Woman.
