Lord Papal is the current leader of the Church of the Instrumentality. He was taken in as an orphan by a criminal who taught him magic to become a terrorist but Papal wanted power so he would not feel as a victim. He then became an asstinant to the previous lord of the church, until he was in a position to kill him and took over the church. Dreadstar has become his nemesis when he ordered the killing of the planet which Dreadstar was living on. He and Dreadstar have become arch enemies.
