Origin
The Planner, disguised as Captain America, committed a number of bank robberies ensuring the heists are caught on TV. His plan was to leave enough clues for Captain America to track down his underground hideout, enabling The Planner and his gang to defeat The Avenger on their own turf and obtain his shield.
