Doctor Vere is a Kree scientist, loyal to Lord Zarek. They believe the Kree should control their empire, not the Inhumans. Doctor Vere has created a device known as the Omni-Wave Generator in order to control the Alpha Primitives in revolt against the Inhuman royal family.
