Dr. Mindbender used Serpentor’s DNA to create 9 serpentor clones. It is later discovered that not only did he use Serpentor’s DNA, he also used the DNA from the world’s most infamous conquerors and combined them into one. So they are 9 identical clones, but not just of Serpentor!
