Origin
Fishy Pete lives down at the dock of Loney Street. He has a deal with Labrazio and The Goon that he could run the docks but the turf belonged to Labrazio.
In early issues Fishy Pete liked to speak in rhythms and sings songs, this was abandoned in newer issues.
Creation
Fishy Pete was created by Eric Powell for his series The Goon.

When The Goon and Franky heads down to the dock to stop Wally from selling Brains in Labrazio’s turf he runs into Fishy Pete and a fight ensues. The large half fish man seems to have the upper hand in the fight, that is until the Goon breaks out Mickey Da Saw and begins cutting off Fishy Pete’s arm and leg, leaving Fishy Pete to flounder on the dock.

The Goon and Franky are tricked into going down to the dock where they once again run into Fishy Pete. This time Fishy Pete has replaced his missing arm with another hook and his leg with a peg. The villain has also started his own gang of Deadly Fishmen. They are no match for The Goon and Franky and the mysterious giant hand that squashes Fishy Pete.

Leon stole a safe from the Goon and threw it in the bay. This would be okay but it was full of the Goon and Franky’s pictures of a naked Ingrid Bergman, so The Goon has to dive in after it. There The Goon runs into a frisky sea-hag who has the hots for the strongman.
It is soon revealed that the Sea-Hag and Fishy Pete are married and Fishy Pete does not take kindly to his woman/Sea-Hag hitting on The Goon and sends the air breather surface side.
