Coil

Coil could control anything that remotely looked like a rope.  Coil and Puff had planned to gain respect by defeating Static and The Blood Syndicate.  Static beat them before they could get a chance at the Syndicate. Of the two, Coil was the more violent.

 
 
 
 
 
 
 
 
 
 
 
 
Unlike Puff, Coil isn’t featured in the Static Shock cartoon and is instead replaced by a purple strong man called Onyx.
