Duey started off as an assistant to Doc Gross, the scientist who experimented on various humans, some of which wound up as Ultras. Dr. Gross experimented on his assistant as well, and although Prime was one such (and the first) experiment that turned out okay, Duey was another who came out incredibly deformed, a side effect of his powers.
