Madame Elisabeth and the other inhabitants of the Route des Maisons Roug travel to Cuzco because they believe that Halima controls a magical potion that bestows pleasure on those who drink it. However, Halima explains to them that the pleasure in Cuczo stems from its political system, in which all the local regents cooperate with each other.
