Inspector Stark of Narcotics Squad asks for Detective Hy Speed‘s help in tracking down opium smugglers. Instead, Hy investigates a letter sent to him by the film director, Ray Ingalls. Ingalls is electrocuted to death when Hy shows up with Rang-a-Tang and Richy the Amazing Boy. Hy, Richy, and Rang track down the opium-smuggling operation to a submarine. The head of the operation turned out to be Pietro Costello.
