Haggar is a former professional wrestler who was elected mayor of Metro City. But Metro City had problems with the reign of terror of the Mad Gear Gang. One day, after refusing to accept their bribe, Mad Gear kidnapped Haggar’s daughter Jessica. In retaliation, Haggar recruited the help of Jessica‘s boyfriend Cody and mutual friend Guy to rescue her.
Due to his fighting technique, Haggar is considered Zangief‘s counterpart.
